    Subaru of America, Inc. (Subaru) is recalling certain 2009-2013 Forester vehicles. The front seat belt assembly force-limiter may not operate correctly in the event of a crash.

    The seat belt assembly may not properly restrain an occupant during a crash, increasing the risk of injury.

    Dealers will inspect and replace the seat belt assembly, if necessary, free of charge. Owner notification letters are expected to be mailed December 9, 2022. Owners may contact Subaru customer service at 1-844-373-6614. Subaru's number for this recall is WRJ-22.

    Subaru of America, Inc. (Subaru) is recalling certain 2009-2013 Forester vehicles, 2008-2011 Impreza vehicles, 2008-2014 WRX vehicles, 2005-2014 Legacy vehicles, 2005-2014 Outback vehicles and 2006-2008 Tribeca vehicles equipped with a mechanical key ignition switch installed as a replacement part. The ball spring inside the switch may break, reducing the strength of the ignition switch. If this occurs, the weight on the key ring and certain road conditions could cause the ignition switch to move out of the run position to the accessory position, turning off the engine.

    The engine turning off unexpectedly can increase the risk of a crash. If a crash occurs under this condition, the air bag may not deploy, increasing the risk of injury.

The relay that controls the secondary air injection pump may fail, causing the pump to continuously operate and overheat.

    If the air injection pump overheats, it may melt and increase the risk of a fire.

The brake lines may experience brake line corrosion due to salt water splashing on the brake lines through a gap in the fuel tank protector.

    Brake fluid may leak due to the brake line corrosion and may result in longer distances being required to slow or stop the vehicle, increasing the risk of a crash.

    Subaru will notify owners, and dealers will apply an anti-corrosion wax to the four-way joint connector area of the brake line system, free of charge. The recall began on January 27, 2015. Salt water could splash on the brake lines through a gap in the fuel tank protector, resulting in excessive corrosion of the brake lines. Note that affected vehicles not currently, or formerly registered, in the salt belt states identified above are eligible for repair, at no cost to the customer, upon request.

    Brake line corrosion may result in brake fluid leakage. Fluid leakage may result in longer distances being required to slow or stop the vehicle, increasing the risk of a crash.

    Subaru will notify owners, and dealers will test the brake system by depressing the brake pedal and inspecting for brake fluid leaks. If no brake fluid seepage is observed, the affected areas will be rustproofed with anti-corrosion wax. If brake fluid seepage is observed, the brake lines will be replaced followed by rustproofing with anti-corrosion wax. These services will be performed free of charge.     Subaru is recalling certain model year 2010 and 2011 Legacy and Outback vehicles, certain model year 2006 through 2012 Tribeca vehicles sold before January 2012, and certain model year 2009 through 2012 Forester vehicles sold before January 2012. Up to 78,650 of these vehicles may have been equipped with accessory puddle lights that, when illuminated, brighten the area under the doors of the vehicle. A short circuit can develop when either the puddle light or connector are exposed to an electrolytic moisture source (such as road spray that has road salt in it) and it penetrates the circuit board of the puddle light or the pins of the puddle light connector(s).

    Over time, migration of the moisture into the circuit board and/or into the connector cavity, may result in a short circuit of the puddle light system. This may generate heat which may melt the plastic resulting in smoke or fire.

THE AUTOMATIC LOCKING RETRACTOR in the SEAT BELT ASSEMBLIES LOCATED IN THE REAR CENTER SEATING OF THE AFFECTED VEHICLES DO NOT MEET LOCKABILITY REQUIREMENTS AND FAIL TO COMPLY WITH FEDERAL MOTOR VEHICLE SAFETY STANDARD NO. 208, “OCCUPANT CRASH PROTECTION.” SPECIFICALLY, THE ASSEMBLIES MAY NOT PERMIT PROPER INSTALLATION AND SECURE ATTACHMENT OF A CHILD RESTRAINT IN THAT SEATING POSITION.

    AN INSECURE INSTALLATION OF A CHILD RESTRAINT CAN INCREASE THE RISK OF INJURY TO A CHILD DURING A CRASH.

    I have a single-owner 2011 automatic-transmission Subaru Forester [145k miles]. In a parking lot, I started the car as usual and shifted into reverse. I immediately noticed another car was approaching behind me and reflexively pushed on the brake to give the oncoming vehicle the right of way. As I pushed on the brake, the car suddenly and without warning surged backwards as the engine revved and "stuck" at a high rpm level. Surprised by the sudden loss of control and to stop the lunge backwards, I immediately released the brake pedal and shifted into neutral. I believe this reflexive action was solely attributable to my long history driving manual transmissions which "teaches" your brain that as an alternative to using the brake you can clutch [or if necessary "pop"] to neutral to disengage the engine from the wheels to control the vehicle. People without manual transmission experience would probably keep pressing the brake as their only option to regain control. The car stopped but the engine continued to rev at high rpms for a few moments then returned to normal rpms. No damages. This has never happened before and I was unable to duplicate the sequence of events which I tried to do immediately after the incident. I thought the gas pedal might be mechanically compromised ... for example by the floor mat ... but found no evidence of that. The incident remains a mystery mechanically, so all I can surmise is some electrical issue.

    The contact owns a 2011 Subaru Forester. The contact stated that while his wife was driving at an undisclosed speed, she depressed the brake pedal however, the vehicle failed to respond. The contact stated that his wife used the parking brake to stop vehicle. The service brake warning light was illuminated prior to the failure. The contact then stated that upon inspecting under the hood of the vehicle, he noticed a brake fluid leak. The vehicle was taken to the dealer where it was diagnosed that the brake line was rusted and needed to be replaced. The contact then stated that he was informed of Manufacturer Recall Number: WQK-47 and NHTSA Campaign Number 14V311000 (Service Brakes, Hydraulic). The vehicle was not repaired. The manufacturer was notified of the failure and the contact was provided a case number. The failure mileage was approximately 108,000.

THE CONTACT STATED THAT THE MANUFACTURER EXCEEDED A REASONABLE AMOUNT OF TIME FOR THE RECALL REPAIR. JOHN HOWARD SUBARU (1730 MILEGROUND RD, MORGANTOWN, WV 26505, (866) 219-7316) WAS CONTACTED AND CONFIRMED THAT THE PARTS WERE NOT AVAILABLE FOR THE RECALL REMEDY. THE MANUFACTURER WAS MADE AWARE OF THE ISSUE AND WAS NOT ABLE TO CONFIRM WHEN THE PARTS WERE TO BECOME AVAILABLE. THE CONTACT HAD NOT EXPERIENCED A FAILURE. PARTS DISTRIBUTION DISCONNECT.

PROBLEM STILL EXISTS; SERVICE MANAGER DROVE CAR AND AGREED WITH MY COMPLAINT. HE ALSO DROVE A 2015 MODEL AND SAME THING HAPPENED. ON SEPT. 27TH, MANAGER AUTHORIZED REPLACEMENT AGAIN OF THE MASTER CYLINDER AND VACUUM BOOSTER PUMP. PARTS ORDERED. TODAY IS OCTOBER 11TH, AND NO PARTS RECEIVED YET. SUBARU OF AMERICA, CHERRY HILL, N.J. HAS BEEN NOTIFIED 9-15-16, BUT NO ACTION TAKEN YET.

    I AM THE CARE TAKER AND SON OF THIS CAR'S ELDERLY OWNER AND DRIVER, AND I JUST GOT A SECOND RECALL NOTICE (14V-830) THAT SAYS, "DUE TO INCOMPLETE REPAIR INSTRUCTIONS PROVIDED TO OUR RETAILERS, YOUR VEHICLE MAY NOT HAVE BEEN TREATED WITH THE PROPER AMOUNT OF ANTI-CORROSION MATERIAL" (REFERRING TO FIRST RECALL REPAIR).THE RECALL ALSO SAYS TO CONTACT YOUR WEBSITE "IF YOU BELIEVE THE SUBARU RETAILER HAS FAILED OR IS UNABLE TO REMEDY YOUR VEHICLE WITHOUT CHARGE WITHIN A REASONABLE AMOUNT OF TIME." IT WILL NOT BE WITHOUT A CHARGE, THAT IS, COST TO ME.     WHEN THE CHECK ENGINE LIGHT (CEL) IS ACTIVATED BY AN EMISSION CONTROL FAILURE SUBARU HAS PROGRAMMED A SHUT DOWN OF THE ANTI-LOCK BRAKE SYSTEM (AS WELL AS SHUT DOWN OF CRUISE CONTROL). THIS ABS SHUT DOWN COULD OCCUR FOR A SIMPLE LOOSE GAS CAP WHICH IS COMMON CAUSE OF CEL FAILURE. THE SECTION 3-16 ON CEL WARNING LIGHT/MALFUNCTION INDICATOR DOES NOT INFORM THE OWNER THAT A CEL EVENT WILL BE ACCOMPANIED BY THE DISABLING OF THE ABS. THE DRIVER FINDS THIS OUT ONLY BECAUSE THE CEL IS ACCOMPANIED BY BLINKING CRUISE LIGHT AND STEADILY ILLUMINATED ABS LIGHT. PER OWNER MANUAL SECTION 7-23 FOR 2011 FORESTER WHEN THE ABS IS DISABLED THE CAR/DRIVER/PASSENGERS ARE A RISK OF LOSS OF STEERING CONTROL AND DIRECTIONAL STABILITY. THREE CEL EVENTS OCCURRED FROM JUNE 2013 TO DECEMBER 2014 FOR SAME PROBLEM BECAUSE THERMOSTAT WAS NOT TO BE REPLACED PER SERVICE BULLETIN 09-56-13/10/21/13 UNTIL ECM RE-PROGRAMMING OCCURRED. THEREFORE I WAS FORCED TO DRIVE WITHOUT ANTI-LOCK BRAKE SYSTEM 3 TIMES 6/13; 8/14 AND 12/14 UNTIL REPAIRS COULD BE SCHEDULED. I AM REQUESTING THAT SUBARU NOT BE ALLOWED TO DISABLE THE ABS FOR CEL/EMISSION CONTROL SYSTEM PROBLEMS. THIS IS BECAUSE I HAVE HAD MULTIPLE UNPREDICTABLE CEL EVENTS SOME DURING WEATHER CONDITIONS FOR WHICH ABS FUNCTION WAS CRITICAL. THE THERMOSTAT AND GASKET ASSEMBLY WEE REPLACED.

FRIEND FOLLOWING ME SAID IT APPEARED FRONT BRAKES WERE WORKING AND BACK BRAKES WERE NOT. HAD TWO MECHANICS LOOK AT THE BRAKES (ONE I TRUST AND THE DEALER) AND BOTH TOLD ME THEY ARE FINE. DEALER SAID THE COMPUTER RECORD DIDN'T RECORD A PROBLEM BUT I THINK SOFTWARE THAT MANAGES THE ABS IS MALFUNCTIONING. I LOOKED ONLINE AND SAW NUMEROUS BLOG DISCUSSIONS ABOUT DISCONNECTING ABS ON SUBARUS IN WINTER SO I THINK OTHERS MUST BE HAVING SIMILAR PROBLEMS. I RECENTLY TOLD THE SERVICE DEPT AT MY 30,000 MILE SERVICING ABOUT THE BRAKES ISSUES I HAD AGAIN, TO THEIR ATTENTION BUT THEY SAID THAT- 'THAT WAS THE WAY THE FORESTER'S BRAKES WERE AND THAT I HAD TO PUSH THE PEDAL HARD TO THE FLOOR(PUMP THE BRAKES) TO STOP IT QUICKLY ENOUGH" AND MY BRAKES WERE FINE ACCORDING 30,000 MILE SERVICING, AND I WAS DISAPPOINTED WITH THEIR RESPONSE I WAS DRIVING ON A LOCAL ROAD 25 MPH WHEN ANOTHER VEHICLE SUDDENLY APPEARED IN FRONT OF ME TO STOP TO MAKE A LEFT TURN. I PUSHED THE BRAKES BUT MY VEHICLE JUST WOULD NOT STOP QUICKLY ENOUGH. I WAS INVOLVED IN A ACCIDENT HITTING THE CAR IN FRONT OF ME. TO DISCOVER THAT MY FRONT BUMPER NOW HAD A HUGE CRACK IN IT. I DO NOT FEEL SAFE DRIVING A VEHICLE WHOSE BRAKES ARE SO BAD THAT IT WILL NOT STOP THE VEHICLE QUICKLY ENOUGH AND NEEDS TO BE PUMPED TO STOP IT SOONER(WHICH MAY NOT BE POSSIBLE IN MANY CIRCUMSTANCES SUCH AS THE ONE ABOVE) , .AFTER THE CAR CAME OUT FROM THE BODY SHOP I HAD A RECENT OCCURENCE BUT THIS TIME IT WAS A RAINY DAY I STARTED TO SLOW DOWN PRESSING THE BRAKE TO TURN TO MY ROAD WHICH I HAD THE SAME ISSUE, INSTEAD OF STOPPING OR SLOWING DOWN THE BRAKES ARE ACCELERATING.     TOOK VEHICLE IN FOR 30K MAINTENANCE. WHEN I PICKED IT UP DEALER HAD CHANGED BRAKE FLUID (BRAKES HAD BEEN FUNCTIONING PERFECTLY PRIOR). WHEN LEAVING DEALER LOT BRAKE PEDAL WENT TO FLOOR AND I WENT INTO ONCOMING TRAFFIC. LUCKILY ONCOMING VEHICLE DODGED ME. I PUMPED PEDAL AND GOT BRAKES AND WENT BACK INTO DEALERSHIP. THEY BLED BRAKES AND SAID IT WAS READY. WHEN BACKING OUT OF SPACE BRAKE PEDAL AGAIN WENT TO FLOOR BUT VEHICLE STOPPED. I CALLED A SERVICE WRITER OVER AND SHOWED HIM PEDAL ON FLOOR. I LEFT CAR AND NEW MASTER CYLINDER WAS ORDERED AND INSTALLED NEXT DAY. I WENT TO PICK UP VEHICLE AND AGAIN PEDAL WENT TO FLOOR AND I HAD ANOTHER SERVICE WRITER WITNESS IT. TOOK PIC WITH CELL PHONE. SERVICE MANAGER TOLD ME THAT IT WAS NORMAL FOR BRAKE PEDAL TO GO TO FLOOR IF ENGINE WAS NOT RUNNING AND WAS SAFE TO DRIVE. I TOLD HIM ENGINE WAS RUNNING AND BRAKE PEDAL SHOULD NEVER GO TO FLOOR IF ENGINE RUNNING OR NOT. IF BOOSTER BLEEDS DOWN PEDAL MAY GO SOMEWHAT LOWER THAN NORMAL. PEDAL HAD NEVER WENT ANYWHERE NEAR FLOOR BEFORE. I REFUSED TO DRIVE CAR AS I DEEMED IT DANGEROUS. IF PEDAL WAS PUMPED IT WOULD COME TO NORMAL POSITION. HE FINALLY AGREED TO CONTACT SUBARU REPRESENTATIVE TO LOOK AT IT NEXT WEEK. IF I HAD NOT HAD MECHANICAL BACKGROUND AND HAD LISTENED TO HIM AND DROVE A CAR WHERE THE BRAKE PEDAL WOULD INTERMITTENTLY GO TO FLOOR WHAT COULD HAVE BEEN THE RESULTS? AT NO TIME EVEN AFTER I MENTIONED IT WAS THE ABS SYSTEM CHECKED FOR AIR TO MY KNOWLEDGE. NORMAL BLEEDING AT WHEELS WILL NOT REMOVE AIR FROM MASTER CYLINDER OR ABS SYSTEM. NOTE: BY "PEDAL GOING TO FLOOR" THE PEDAL ARM HITS FLOOR/CARPET AND PEDAL CAN GO NO LOWER. I AM WAITING FOR THE SUBARU REPRESENTATIVE TO INSPECT CAR AT THIS POINT. RECENTLY, I WAS ENTERING A PARKING LOT AT ABOUT 10-15MPH WHEN ANOTHER VEHICLE SUDDENLY APPEARED IN FRONT OF ME. I PUSHED THE BRAKES BUT MY VEHICLE JUST WOULD NOT STOP QUICKLY ENOUGH. IF I WOULD LET GO OF THE BRAKE AND THEN PUSH IT AGAIN HARDER AND FASTER TO THE FLOOR( PUMP THE BRAKE) AS THE SERVICE CENTRE HAD PREVIOUSLY ADVISED ME THEN I WOULD HAVE HIT THE CAR IN FRONT OF ME. SO I SWAYED MY CARS STEERING WHEEL AND AVOIDED MEETING WITH AN ACCIDENT BUT MY VEHICLE ONLY STOPPED WHEN IT TOUCHED THE RAILING AT ABOUT 5MPH ONLY TO DISCOVER THAT MY FRONT BUMPER NOW HAD A HUGE CRACK IN IT.     TL* THE CONTACT OWNS A 2011 SUBARU FORESTER. THE CONTACT STATED THAT SHE APPLIED THE BRAKES AT 20 MPH AND THE VEHICLE EXPERIENCED AN INCREASED STOPPING DISTANCE. THE CONTACT STATED THAT THE VEHICLE STOPPED APPROXIMATELY FIVE FEET BEYOND WHERE SHE INTENDED TO STOP. THE FAILURE RECURRED APPROXIMATELY TWO MONTHS LATER WHILE DRIVING AT A LOW SPEED. DURING THE SECOND FAILURE, THERE WAS AN INCREASE IN THE ENGINE RPMS. THE VEHICLE WAS TAKEN TO AN AUTHORIZED DEALER AND THEY WERE UNABLE TO DIAGNOSE THE FAILURE. THE VEHICLE WAS NOT REPAIRED. THE MANUFACTURER WAS MADE AWARE OF THE FAILURE. THE FAILURE MILEAGE WAS 300 AND THE CURRENT MILEAGE WAS 2,500. THE CONSUMER STATED THE VIN WE HAVE IS INCORRECT. HOWEVER, SHE SUPPLIED THE CORRECT VIN TWICE, BUT IN ONCE CASE, THERE ARE TOO MANY NUMBERS AND THE SECOND CASE, THERE ARE NOT ENOUGH NUMBERS. UPDATED 02/06/12
